Make it so when fileservice doesn't recognize the locale string it falls back to en which should always be provided. in case that en locale file is missing, it will return an empty json.

Glass standalone web app should replace the loader wallet runner and completed handler. The component is missing the complete handler functionality.

I will keep this issue as a low pri, changing it's scope so that this change is implemented on the web-components's level (which would affect the glass-loader
implementation as well. Forcing a confirmation in the backend seems a bit weird (tests have to answer the same thing twice and its just overall weird)
